Bill of Rights mandatory training
The Deputy Governor has mandated that all public servants shall attend a sensitization session on human rights.
The Portfolio of the Civil Service runs regular sessions at the Government Administration Building, which lasts for two and a half hours.
Part 1 of the 2009 Constitution, the Bill of Rights came into effect in November 2012. The responsibilities of public servants are set out in Section 19. The impact of section 19 on the way government conducts its business is extremely significant.
It is unlawful for public servants to make decisions that are incompatible with our Bill of Rights and those human rights treaties that have been extended to the Cayman Islands.
Sub section (1) states “that all decisions and acts of public officials must be lawful, rational, proportionate and procedurally fair”.
Where a decision or an act adversely affects the interests of a person, Section 19 (2) states “Every person has the right to request and be given written reasons for that decision or act”
